CISONECC Engages the Parliamentary Committee on Natural Resources and Climate Change on Climate Finance and Super El Niño Preparedness

On 5th August 2026, Civil Society Network on Climate Change (CISONECC) in collaboration with NCA-DCA convened an Engagement Meeting with the Parliamentary Committee on Natural Resources and Climate Change on Climate Finance and El Niño preparedness.
The engagement which brought together representatives of faith communities, development partners and civil society organizations had two objectives. Firstly, it aimed to present and discuss key findings and recommendations from three complementary assessments which focused on international climate finance commitments and national climate finance budget allocations, for informed parliamentary oversight and decision-making. Secondly, it aimed to present a joint communiqué on financing preparedness for the anticipated Super El Niño with a view of ensuring resources effectively reach vulnerable communities and strengthen climate resilience.
The following are some of the key issues discussed during the engagement with recommendations:- The role of Multi-stakeholder Coordination in Strengthening Disaster Preparedness and Climate Finance
- Disaster preparedness and climate finance can easily be strengthened when there is ongoing coordination between state and non-state actors. This can ensure that actions and interventions (e.g. development of relevant policy and legal frameworks, advocacy and tracking of uncompleted initiatives) are timely, adequately-coordinated and well-supported. Stakeholders called for engagements and collaboration to be proactive and continuous for relevant issues to be tracked and completed for maximum impact.
- Timing of Engagements on Climate Finance and Disaster Preparedness Issues
- Engagements with the Parliamentary Committee on Natural Resources and Climate Change (PCNRCC) can be more effective and yield more results if conducted timely as some of the key deliberations in the Parliament through which the Committee can influence desired changes, (such as National Budget consultations, Mid-year reviews) are time sensitive. The meeting called for engagements to be timely, targeting strategic moments in the financial year and calendar of the Parliament, for better impact.
- Limited Familiarization with Climate Change Concepts and Topical Issues among PCNRCC Members
- While members of the PCNRCC have a role to advocate for increased climate finance in Parliament, their advocacy and budgetary oversight is limited by inadequate familiarization of some of the concepts and topical issues specific to the sector such as Nationally Determined Contributions (NDCs). Adequate and timely sharing of relevant information with PCNRCC members was recommended in order to advance their engagements on climate financing in Parliament.

The engagement also strengthened partnerships between the Parliamentary Committee on Natural Resources and Climate Change and the delegation to support disaster preparedness and responses to ensure resources effectively reach the most vulnerable. Mr. Julius Ng’oma, CISONECC National Coordinator moderated sessions and made closing remarks on behalf of partners during the meeting.
