AFRICA CALL FOR ACTION: FINANCE FOR IMPACTFUL LOCALLY LED LOSS & DAMAGE AND ADAPTATION

Lilongwe, Malawi – The 4th African Regional Conference on Loss and Damage will convene key stakeholders from across the continent to advance discussions on climate finance and adaptation solutions beyond the New Collective Quantified Goal (NCQG). Taking place from March 26-28, 2025, at Cross Roads Hotel in Lilongwe, Malawi, the conference will provide a crucial platform for African governments, development partners, civil society, and frontline communities to push for robust climate financing mechanisms that deliver meaningful change.

The impacts of climate change are intensifying, particularly in Africa, which, despite contributing the least to global greenhouse gas emissions, bears the brunt of its consequences. Reports indicate that failure to mitigate climate change will impose significant costs on Africa and other developing nations. Existing climate finance mechanisms remain insufficient, with adaptation financing lagging behind mitigation. The Loss and Damage Fund, established at COP28, remains underfunded, highlighting the urgent need for dedicated, accessible, and equitable financial mechanisms.

The conference aims to review the outcomes of COP29 in relation to Loss and Damage, explore sustainable financing approaches, and examine the role of locally led adaptation actions in addressing climate vulnerabilities. It will also foster discussions on ensuring transparency and accountability in climate finance distribution and access.

The key expected outcomes of the conference include:
  • Recommendations on structured financing mechanisms for loss and damage.
  • Strategies to integrate Loss and Damage into Nationally Determined Contributions (NDCs) and National Adaptation Plans (NAPs).
  • A roadmap to accelerate Africa’s access to climate finance at the local level.
  • An African stakeholder communique outlining priority actions ahead of COP30.
The 4th African Regional Conference on Loss and Damage will build upon previous convenings that have shaped Africa’s climate diplomacy and financing agenda. As Africa continues to experience increasing climate-induced loss and damage, this conference will be instrumental in pushing for practical, locally led solutions and advocating for increased and fair climate finance commitments from the international community.
